The old world architecture slowly returns the further from downtown you travel, however. It's here that magic thrives, it hums in every stone and can be felt in every breath. Their public safety responsibilities include code enforcement and supernatural crime prevention. The Sacrosanct Dark Hunter's Department follows the directions of the International Dark Hunter Council and serves as a local point of contact for any Dark Hunters working within the Council's ranks.

With one hundred floors and a 125-foot spire, the Starlight Tower rises high above the Sacrosanct skyline. More than just a landmark, the Starlight Tower offers a unique mix of restaurants, shops, and offices spaced throughout the building. Organized into nine verticle zones, each of which features a sky lobby and a light-filled garden atrium which merge the upscale interior with a faux landscaped exterior setting.
The young witch couldn't deny that the feistiness of the Were man was more than appealing. He was smarter than she gave him credit for, the man knowing the full well of the price of the flowers that she held within her hand and was unwilling to let himself be swindled by her. It was an admirable quality for sure, and one that she would entertain. At his comment regarding the weak, the girl could hardly contain her chuckle. "Ah, and you're not afraid of rumors then? Not weak at all?" In all truth, it was the spirit of the man rather than the rumbling threat that caused her to open that register and pull out more bills, passing them across the counter with the warning that that was the last of the money she would offer him. "Consider the difference between that and what it's actually worth to be the cost of the potion you just broke," She commented.
She watched with clear amusement as he picked up the money. "You're showing me how eager you are. If I were you, I would have made sure to keep that to yourself." She watched as the man winced, the blood dripping readily from his hand down to the counter. The woman made no effort to say anything, didn't even offer him a towel. No, instead she was too interested in the man who flipped through her money as though it couldn't possibly be real. The corner of Elanora's lip quirked up. "Good man," She commented lightly. "But I have swindled you enough tonight. The bills are real." The man seemed to care not for her reassurances, instead deciding to deduce the quality of her magic that lined her shelves. "You're right, I don't have any real magic up front," She said coolly, pursing her lips together. "But I assure you I can do more than you think. I'm plenty capable. I'll show you one day." It was a promise, though not one that she was willing to elaborate on, no, not right now.
"I'll see you soon," The young woman promised, watching as the man left her shop. He was something, the Were was, perhaps one of the only ones she hadn't immediately hated. He was smarter than most, gave her something. But no, it was the challenge of getting him to like her that caused the woman's mind to turn. She knew her power, knew what it would be capable of, but she'd yet to find a use for it. Not yet. But she was considering it now, with this one. It would be wrong, possibly, to do it without his consent. But he'd accused her of not being able to do magic, and it was that stubbornness that had the girl reaching out gently to pick up the bloody piece of glass, immediately moving to take it into the back of her shop. She'd thought tonight would be about potions, but no, this would be something else entirely.
It didn't take long, the ritual that she knew she could perform, mixing his blood with hers for the spell. No, the spell itself wasn't hard, but it would take time to set in. She could feel it, just barely, as she finished, the string that would grow to connect her to the man that was to become her familiar. She knew not how he would react to such a thing, not really, though the girl couldn't help but chuckle. It would be soon enough, she was sure, that he would know what was going on, but the woman would wait until the perfect moment to call upon that bond. Ah, he wouldn't be able to ignore it, and it was enough to cause the woman to laugh darkly to herself. "Can't do real magic. We'll see about that, now won't we."
